We respectfully request FESCO to review the eligibility criteria relating to past execution experience in the forthcoming tender for the procurement of 11 kV Distribution Material. Considering the technical nature and critical importance of these materials, it is essential that only manufacturers with proven experience and successful supply history are allowed to participate.

Awarding contracts to firms with limited or insufficient experience may result in the supply of substandard material, increased technical losses, frequent equipment failures, higher maintenance costs, and reduced reliability of the distribution network, ultimately causing financial losses to FESCO.

We therefore request FESCO to suitably strengthen the experience requirements to ensure participation by technically competent and experienced manufacturers only. This will promote fair competition while safeguarding FESCO's operational interests and ensuring procurement of reliable, high-quality material.

We trust that our request will receive your kind consideration in the interest of transparency, quality, and the long-term reliability of the power distribution system.

We respectfully submit this grievance regarding the modification of the eligibility criteria in FESCO Tender Nos. T-3124, T-3125, and T-3126 for the procurement of 11 kV overhead conductor. The removal of the long-standing requirement for past supply experience and satisfactory performance in overhead conductor may allow manufacturers without proven conductor manufacturing capability to qualify.

Overhead conductor is a highly specialized, performance-critical product that remains in service for 25-30 years. Prototype approval only demonstrates the ability to produce a sample and does not establish the capability to execute large-scale production while maintaining consistent quality, timely delivery, and technical compliance.

The modified criteria may expose FESCO to risks including supply delays, inconsistent or substandard conductor, increased technical losses, premature failures, higher maintenance and replacement costs, supplier default, and adverse audit observations.

We respectfully request FESCO to restore the requirement for past supply experience and satisfactory performance in overhead conductor through a corrigendum before bid submission and to retain this requirement in future procurements.
