We respectfully submit that the eligibility criterion requiring “PEC Registration with Specialized Code for Architect” is unnecessarily restrictive and excludes duly qualified PCATP-registered architectural consultancy firms. The Pakistan Council of Architects and Town Planners (PCATP) is the statutory body established under the Pakistan Council of Architects and Town Planners Ordinance, 1983 to regulate the architectural profession in Pakistan. Therefore, restricting participation only to PEC-registered firms limits fair competition and prevents legally authorized architectural consultants from participating.

We respectfully request that the eligibility criteria be amended to allow PCATP-registered architectural firms to participate as Lead Consultants, while requiring all engineering disciplines to be undertaken through PEC-registered Joint Venture partners or Sub-Consultants, wherever applicable. This amendment will promote fair competition, broaden participation, and maintain the technical standards required for the assignment without compromising quality.
