Grievance Against Restrictive Technical Specifications and Non-Provision of Pre-Bid Meeting/Site Survey in Tender for "Provisioning and Installation of Qty-02 New Under Vehicle Surveillance System (UVSS) at Main Entrance Gate of FIAP"

After carefully reviewing the bidding documents, we have observed that the technical specifications appear to be highly restrictive and are drafted in a manner that effectively supports only a specific manufacturer's product rather than encouraging fair and open competition. Such restrictive specifications discourage participation by other qualified manufacturers and authorized suppliers, which is against the spirit of the Public Procurement Rules (PPRA), requiring transparency, fairness, and maximum competition.

Furthermore, this procurement involves the installation of an Under Vehicle Surveillance System (UVSS), including civil works, electrical works, trenching, inductive loop installation, integration, and commissioning. A detailed site survey is essential for preparing an accurate technical and financial proposal. However, the bidding documents do not provide any schedule for a mandatory or optional site visit, nor do they specify a pre-bid meeting where prospective bidders may seek technical clarification. While the bidding documents describe the general provisions relating to pre-bid meetings, no such meeting has been scheduled in the Bid Data Sheet.
In the interest of transparency, equal opportunity, and healthy competition, we respectfully request the Procuring Agency to:

Review and revise the technical specifications to make them generic and performance-based without favoring any particular brand or manufacturer. Arrange a formal pre-bid meeting.
