All Active Taxpayers shall be eligible to participate in the procurement process, unless expressly excluded or otherwise restricted under the Eligibility Criteria specified by the Procuring Agency.

| 1. Service Provider must have its own protected Long-haul network. | |
| 2. Proposed solution to include connectivity over buried fiber last mile. | |
| 3. Link Termination: The bidder shall provide appropriate router for link termination on rental basis. No OTC shall be charged for the terminating equipment. | |
| 4. The proposed solution must include a comprehensive MRT graph that enables the customer to monitor the network bandwidth and link status. | |
| 5. Service Level Agreement: The service provider must commit to meeting a minimum of 99% uptime.Rebate shall only be applicable on service outages that exceed the allowed downtime that shall be defined in the Service Level Agreement. | 6. Support: The service provider must commit to provide 24/7/365 technical support for the network solution. | |
| 7. The requested solution must include all CPE/router hardware, installation and configuration, and maintenance costs. Ethernet (RJ-45) handoff will be required. | |

| 11. Service Provider licensing history with the concerned regulatory authority (ies) should be clean during last three (03) years and none of the licenses ever been cancelled / terminated/withdrawn by the authority (ies). (Affidavit on stamp paper required). | |
| 12. Service Provider must be profitable (positive net profit after tax) and have sufficient liquidity for the last 5 years as reflected in audit reports. (Audit Reports to be attached) | |
| 13. Service Provider must have Primary and DR site for disaster recovery and business continuity purposes. GPS coordinates to be shared for review | |
| 14. Service Provider must be a CVAS License holder for last Ten Years (License to be attached) | |
| 15. Requirement of dedicated sales account manager to Customer. Complete contact information of person shall be provided by operator. | |
| 16. Service Provider should have its own dedicated technical workforce nationwide and site inspectors for network O&M. | |
| 17. Service provider should have In house dedicated project manager, project management office, and complete site project management plan for project execution. | |
| 18. Service provider to deploy all awarded links within 30 days after issuance of purchase order. | |
| 19. Service Provider to have More than 20 POPs IP/MPLS POPs. Declaration over company letter head shall be required. | |
| 20. Service Provider to submit 10 references with POCs for similar scale project of last three (03) years for data connectivity over fiber. | |
| 21. Submission of 10 customer’s satisfaction letters/POs for data services on customer letter head | |
| 22. Service Provider should have at least annual revenue of 2 million (PKR). Three-year audited reports required. | |
| 23. Service Provider should have experience of managing GPON infrastructure/FTTH and wireless solutions for a duration of at least 10 years | |
