The bidder shall quote rates on the prescribed BOQ only. Rates shall be inclusive of all applicable taxes, transportation, loading, unloading, labour, insurance and all incidental charges. The bidder shall supply 19-litre bottled drinking water conforming to Pakistan Standard PS:3944 and other applicable food safety standards notified by the Government of Pakistan.
The bidder must have supplied or be supplying bottled drinking water to at least five (05) Government, Semi-Government, Private or Multinational Organizations during the last five (05) years. The bidder must have an average annual sales turnover of PKR 30 million during the last three (03) years, supported by documentary evidence.
Water shall be supplied in hygienically cleaned, hermetically sealed, reusable food-grade polycarbonate/PET bottles, free from cracks, discoloration, leakage and contamination. The bidder shall provide four (04) hot and cold water dispensers at no additional cost throughout the contract period. The dispensers shall remain in fully operational condition.
Preventive maintenance, servicing, cleaning, sanitization and repair of all dispensers shall be the responsibility of the service provider. Any faulty dispenser shall be repaired or replaced within 48 hours of complaint. Water supplied shall be free from objectionable taste, odour, colour, suspended matter and pathogenic microorganisms. All bottles shall be sealed with tamper-evident caps.
The Bank reserves the right to randomly inspect bottles and verify water quality through any accredited laboratory at any stage during the contract period. If the supplied water fails laboratory testing, the cost of testing and replacement shall be borne by the service provider.
The bidder shall submit copies of the following documents along with the quotation: NTN Certificate. Sales Tax Registration (where applicable). Active Taxpayer Status. Company Profile. Proof of average annual sales turnover of PKR 30 million during the last three years. Evidence of institutional supply experience.
The bidder shall furnish Bid Security of Rs. 20,000/- in the form of CDR/Pay Order/Demand Draft/Bank Guarantee issued by a scheduled bank in favour of SBP Banking Services Corporation, Gujranwala. Any bid not accompanied by the required Bid Security shall be treated as non-responsive. Delivery shall be made during Bank working hours within 24 hours of placement of demand. Emergency supply requirements shall be met on the same day, wherever reasonably possible.
Water shall be transported only in covered and hygienic vehicles to avoid direct sunlight, dust and contamination. Delivery shall be acknowledged through an authorized representative of SBP BSC Gujranwala. Delivery personnel shall comply with all security requirements of SBP BSC Gujranwala. Empty bottles shall remain the property of the service provider. No security or refundable deposit shall be charged from SBP BSC Gujranwala.
Monthly invoices shall be submitted after successful supply. Payment shall be made in accordance with SBP BSC payment procedures after satisfactory verification. No advance payment shall be admissible. The quoted rates shall remain fixed throughout the contract period. The estimated quantity is indicative only, and SBP BSC Gujranwala shall not be bound to purchase the estimated quantity.
The contract shall initially remain valid for a period of one (01) year from the date of commencement and may be extended for up to two (02) additional terms of one (01) year each on the same rates, terms and conditions, subject to mutual consent of both parties, satisfactory performance of the service provider, availability of funds and approval of the competent authority. Either party may terminate the contract by giving 60 days' written notice.
If the bidder repeatedly supplies substandard water, fails to maintain dispensers or fails to meet delivery schedules, SBP BSC Gujranwala reserves the right to terminate the contract without any financial liability. In case of any service-related issues, the Bank reserves the right to deduct liquidated damages at the rate of Rs. 5,000/- per instance.
The successful bidder shall furnish a Performance Guarantee equivalent to 10% of the annual contract value in the form of CDR/Pay Order/Demand Draft/Bank Guarantee within three (03) working days of issuance of the Work Order/Letter of Acceptance. The Performance Guarantee shall remain valid throughout the contract period and any approved extension thereof.
The supplied bottled drinking water shall comply with Pakistan Standard PS:3944 and applicable WHO Drinking Water Quality Guidelines. Physical and chemical characteristics shall remain within permissible limits prescribed under Pakistan Standards. All water dispensers shall be sanitized at least once every quarter.
SBP BSC Gujranwala reserves the right to reject any or all quotations without assigning any reason in accordance with applicable PPRA Rules.
