INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
Office of Provincial Election (Election Commission of Pakistan), invites electronic bids of -- from interested firms / companies Individual / Individual Consultant, Sole Proprietorship, Partnership Firm, Company (Private Limited), Company (Public Limited), Company (Holding Company), Company (Limited by Guarantee), State Owned Enterprise (Private Limited), State Owned Enterprise (Public Limited), NGO / NPO, for e-Auction of Auction of Official Vehicles PEC KP on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://epads.gov.pk/, and may be searched by using Disposal Activity ID No. D9908.
3. Manual bids shall not be accepted. The bidders shall participate on-line in e-Auction through their EPADS v2.0 accounts. The e-Auction shall remain open till Tuesday, June 16, 2026 10:30 AM, and will be reviewed and evaluated on-line on the same day at Tuesday, June 16, 2026 11:00 AM. The bidders shall have the opportunity to increase their offers multiple times till the closing time taht is Tuesday, June 16, 2026 10:30 AM, after which the bidder with the highest offeror will be automatically selected by EPADS v2.0 as the winner...

| 2. Vehicles can be inspected during office hours i.e. between 0900 hours to 1600 hours on any working day upto 15th June, 2026 at the premises of Old Office of Provincial Election Commissioner, Khyber Pakhtunkhwa, situated at Michini Road Peshawar cantt. | |
| 3. Security amount for vehicles, in shape of Bank/Pay Order in favour of DDO, Provincial Election Commissioner, Khyber Pakhtunkhwa will have to be deposited alongwith application (mentioning vehicle number) before taking part in the bidding process. Further, if the bidder wants to participate in the Auction Process of more than one vehicle/motorcycle, separate Pay Order must be deposited for each. | |
| 4. All the e-bids should be submitted on EPADS 2.0 on or before Auction’s opening date i.e. 16th June, 2026 which will be opened on the same day at 11:00 AM. | |
| 5. The successful bidder will have to provide National Identity Card and to deposit quarter (1/4) of the total bid amount as earnest money. In case, the bidder fails to do so the security amounts, deposited already in favor of Government will be confiscated, while the offer for auction of said bidder will stand cancelled | |
| 6. The successful bidder will be bound to deposit the balance amount of the bid within Seven Days of approval of offer, after the deposit of 25% of the total amount on spot. In the event the bidder fails to deposit the remaining amount, the security deposit as well as 25% bid amount already deposited will be seized in the name of the Government | |
| 7. The bidder will pay all the taxes as per Government rates in addition to bid amount, approved for the vehicle. | |
| 8. The Auction Notice can also be seen at the website of Election Commission of Pakistan i.e. www.ecp.gov.pk. | |
| 9. The Competent Authority reserves the right to accept or reject any or all bids/auction process. The rejection ground can be communicated to the bidder upon written request. | |
Evaluation Criteria
