INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
Pakistan Steel (Pakistan Steel Mills (PSM)), invites electronic bids of Single Stage One Envelope from interested firms / companies Partnership Firm, Company (Private Limited), Company (Public Limited), Company (Holding Company), Company (Limited by Guarantee), State Owned Enterprise (Private Limited), State Owned Enterprise (Public Limited), for disposal of YARD No.52, Yard No.04 & YARD Scrap Shop-II on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://epads.gov.pk/, and may be searched by using Disposal Activity ID No. D11010.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Wednesday, October 14, 2026 10:00 AM, and will be opened on-line on the same day at Wednesday, October 14, 2026 10:30 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.
Note: Notification of the Grievance Redressal Committee (GRC) constituted in terms of Regulation No. 26 is provided on EPADS v2.0 at https://epads.gov.pk/ and on Procuring Agency’s website (if available).

| 1) The bidder(s) having Sales Tax Registration & NTN will be eligible to participate in tender (Both certificates are mandatory to upload on EPADS website for participation). 2) The PMT Rate and total amount without tax should be properly filled in the fields of EPADS / PPRA. | 4) The bid should be submitted on E-pads on before 14.10.2026 at 10 am which will be opened at 10:30 am by the tender opening committee on same day. If for any reason, offices are closed on tender opening then tender will be opened on next working day. | |
| 5) Each tender should be accompanied by a Bank draft/ Pay order equivalent to 2% of amount in favour of Pakistan Steel Mills NTN# as Earnest Money (the earnest money payorder is mandatory to upload on EPAD website). The earnest money payorder in original should be submitted at Marketing Department before tender opening, Pakistan Steel, Bin Qasim, Karachi and the Bid offer received without earnest money or with insufficient earnest money are liable to be rejected. | |
| 6) Govt. Taxes in force shall be paid separately i.e 10% income tax, 0.5% Advance Income Tax & 18% GST apart of bid offer/price. | 8) The successful bidder will make total amount of the bid and shall pay at the same time all taxes, duties and other charges as leviable on Pakistan Steel on such date. | as the case may be, the same will be considered a breach of obligation on the part of the bidder authorizing PAKISTAN STEEL to take legal action including withholding of the execution of agreement. | |
| 10) The bid/ offer should remain valid for 30 working days from the date of opening of tender. In case of successful bidder, the earnest money will be converted/ treated as security deposit. The successful bidder(s) would sign formal contract (as per format) within 10 (ten) days from the date of issuance of intimation letter from Pakistan Steel. | |
| The said security deposit shall be non-adjustable and will be returned on the satisfactory execution of contract and a certificate to this effect shall have to be secured from Pakistan Steel Products Stores (PSPS). The earnest money would be refunded to the unsuccessful bidder(s) within 15 (fifteen) working days after decision/ finalization of the tender by the Competent Authority. | |
| 11) Lifting & loading including transportation arrangements will be made by the bidder(s) on its/their own account. The successful bidder will lift/shift material only from the allocated yard / Pit area. Only labors as permitted by Pakistan Steel shall be allowed access with in permitted timing (except Chokidar only for Yard no. 52) for looking after yard if required. | 12) Processing / Lifting of material and area/locality of yard will be considered as per given Yard/Pit, any violation against permitted yard during the processing / lifting reported by PSPS / Security Department / IMD or SMD shall be reckoned as breach of the contract. Upon such act, PSM will issue Notice/Warning to the contractor. In case of repeated breach the contract shall be cancelled and the amount deposited against Delivery Order shall be forfeited. | |
| 13) Tender notice and bid evaluation report will be available on PSM website as well as on PPRA/EPADS. 14) Pakistan Steel reserves the right to accept or reject any or all the bids without assigning any reason thereof. | |
