INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
National Assembly Secretariat (National Assembly Secretariat), invites electronic bids of -- from interested firms / companies (Any) for e-Auction of Open Auction of Official Vehicles (as is- where is basis) on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://epads.gov.pk/, and may be searched by using Disposal Activity ID No. D10822.
3. Manual bids shall not be accepted. The bidders shall participate on-line in e-Auction through their EPADS v2.0 accounts. The e-Auction shall remain open till Thursday, October 1, 2026 02:30 PM, and will be reviewed and evaluated on-line on the same day at Thursday, October 1, 2026 03:00 PM. The bidders shall have the opportunity to increase their offers multiple times till the closing time taht is Thursday, October 1, 2026 02:30 PM, after which the bidder with the highest offeror will be automatically selected by EPADS v2.0 as the winner...

| Bidders shall upload a scanned copy of their CNIC along with their complete postal address, contact number, and other requisite contact details. | |
| The vehicles shall be auctioned on an “As is and Where is” basis, and bidders shall be deemed to have inspected and satisfied themselves regarding the condition of the vehicles prior to bidding. | |
| Interested parties shall upload a scanned copy of the original Pay Order, drawn in favour of the DDO, National Assembly Secretariat, as security deposit of the prescribed amount for each vehicle, and shall submit the original Pay Order before the opening of bids. | |
| The vehicles may be inspected in the parking area of Parliament House, Islamabad, from 14th to 24th September, 2026 between 11:00 a.m. to 3:00 p.m. during office hours. However, prior intimation, including the name and CNIC number of the visiting person(s), shall be provided at telephone No. 051-9022279 or 051-9022280 to facilitate necessary security clearance. | |
| The successful bidder shall deposit the total bid amount inclusive of all applicable taxes through a Pay Order drawn in favour of the DDO, National Assembly Secretariat, within ten (10) days from the date of opening of bids. In case of failure to deposit the total bid amount within the stipulated period, the earnest money shall stand forfeited in favour of the Government. | |
| Successful bidder (s) will have to pay the applicable withholding taxes as per rules on the bid amount. | |
| Vehicles will be handed over subject to approval of the competent authority and complete payment by the bidder. | |
| The bid shall remain valid for a period of sixty (60) days from the date of opening of bids. | |
| The Procuring Agency shall award the contract to the highest-priced eligible bidder, provided that the bid price shall not, in any case, be lower than the reserve price fixed for the vehicle. | |
| The Procuring Agency reserves the right to reject all bids at any time prior to acceptance of bids as per rule 33(1) of the Public Procurement Rules, 2004. | |
