Karachi Port Trust (Karachi Port Trust (KPT)), invites electronic bids of Single Stage Two Envelope from interested firms / companies (Any) for disposal of LIFTING/REMOVAL OILY MIXTURE FROM OP-I, II & III TRENCHES INCLUDING CLEANING, TRANSP & DISPOSAL OILY SLUDGE & HAZARDOUS WASTE AT KPT on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://epads.gov.pk/, and may be searched by using Disposal Activity ID No. D10798.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Thursday, September 24, 2026 11:00 AM, and will be opened on-line on the same day at Thursday, September 24, 2026 11:30 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.

| The bidder shall submit details of its technical/supervisory personnel proposed for the work, along with relevant experience and qualification certificates. | |
| The bidder shall submit the original tender documents duly filled, signed and stamped on each page as a token of acceptance of all terms and conditions. | |
| The bidder shall submit a Site Visit Certificate or an undertaking confirming that the site has been inspected and that the bidder has fully understood the nature, quantity, accessibility and condition of the oily mixture, sludge, hazardous waste and other site conditions. | |
| The bidder shall submit a detailed Method Statement covering lifting/removal of oily mixture, trench cleaning, handling of oily sludge/hazardous waste, transportation, disposal, environmental protection, safety arrangements, spill response and deployment of manpower and machinery. | |
| The bidder shall provide details of all machinery, equipment, vehicles and technical resources proposed to be deployed for execution of the work, supported by documentary evidence. | |
| Terms of Payment: The successful bidder shall deposit the amount payable to KPT in advance on a pier-wise basis, based on the actual quantity of oily mixture to be lifted, jointly measured and certified by the Authorized representative(s) of KPT. No lifting/removal of oily mixture from any Oil Pier shall be permitted until the corresponding amount payable to KPT has been deposited in full. | Bid Validity: The bid shall remain valid for a period of 90 (ninety) days from the date of opening of the bids. | |
| Completion Period: The entire work covering Oil Pier-I (OP-I), Oil Pier-II (OP-II) and Oil Pier-III (OP-III) shall be completed within a maximum period of 04 (four) months from the date of commencement of work. | |
| The bidder must fulfill all Mandatory Requirements. Non-compliance with any mandatory requirement shall render the bid technically non-responsive and no further evaluation shall be carried out. | |
| Similar work shall be determined based on the nature and scope of work and shall include works substantially comparable to the subject procurement. | |
| Where a bidder submits a work order without a corresponding completion/performance certificate, the same may not be considered as a completed similar work for evaluation. | |
| KPT reserves the right to verify the authenticity of any document, certificate, work order, completion certificate, financial statement, equipment ownership document or other information submitted by the bidder from the issuing organization/client. | |
| Any false, forged, misleading or materially incorrect information/document submitted by the bidder shall result in rejection of the bid and may attract further action under the applicable rules and provisions of the bidding documents. | |
| Technical qualification shall not confer any right upon the bidder for award of Contract. The Contract shall be awarded to the Highest Responsive Bidder in accordance with the approved bidding documents and applicable procurement rules. | |
