Subject: DISPOSAL OF OLD/WEEDED-OUT NEWSPAPERS
INVITATION TO e-BIDS THROUGHT EPADS v2.0 FOR DISPOSAL OF PUBLIC ASSESTS
National Assembly Secretariat (National Assembly Secretariat), invites electronic bids of Single Stage One Envelope from interested firms / companies (Any) for disposal of DISPOSAL OF OLD/WEEDED-OUT NEWSPAPERS on as is where is basis. The bidders must be registered with Federal Board of Revenue (FBR) for Income Tax and Sales Tax, and must be on Active Taxpayer List. (Requirement of PEC registration may be added in case of disposal of civil, electrical, or mechanical works).
2. e-bidding documents as per Disposal of Public Assets Regulations-2024, containing detailed terms and conditions, specifications and requirements etc. are available for the registered bidders on EPADS v2.0 at https://epads.gov.pk/, and may be searched by using Disposal Activity ID No. D10744.
3. Manual bids shall not be accepted. Electronic bids must be submitted through EPADS v2.0 on or before Monday, September 28, 2026 10:30 AM, and will be opened on-line on the same day at Monday, September 28, 2026 11:00 AM. The participated bidders shall be automatically notified by EPADS v2.0 regarding the preliminary results of e-Disposal proceeding, after which final results will be notified in due course as per bidding documents.

| A Security deposit for each lot in shape of Bank Draft (Cheque will not be accepted) in favour of DDO, National Assembly Secretariat should be uploaded on EPADS v2.0 and the soft copy in original may be provided before opening of the bids. | |
| The approximate weight of the lot is 6,390 kg. Bidders may, at their own convenience and prior to submission of their bids, visit the National Assembly Secretariat during office hours to inspect the old newspapers and satisfy themselves regarding their quantity, physical condition, and actual weight. No claim arising from any variation in quantity, condition, or weight observed after submission of the bid shall be entertained. | |
| Any bidder intending to inspect or ascertain the actual quantity and/or weight of the old newspapers shall, at its own cost and responsibility, arrange and bring all necessary equipment, including a weighing machine/scale and any other tools or allied equipment required for such inspection and measurement. | |
| The successful bidder shall be solely responsible for lifting, loading, transportation and complete removal of the entire lot(s) of old/weeded-out newspapers from the National Assembly Secretariat within 10 days from the award date of the lot(s) failing which 10% of the total bid value shall be charged as rent/penalty. | |
| Entry of the bidder’s labour and vehicles into the premises of the National Assembly Secretariat shall be subject to prior security clearance and verification. The bidder shall provide, in advance, the CNIC details of all labourers and the registration number(s) of the vehicle(s) intended to enter the premises, for necessary security verification and issuance of gate passes. No person or vehicle shall be permitted entry without a valid gate pass and clearance from the concern | |
| The bidder shall ensure that no damage is caused to the building, furniture or any other Government property during the course of lifting/loading operations. Any damage caused shall be compensated for by the bidder at its own cost. | |
| Procuring agency shall award the contract to the eligible bidder who offers the highest price; however, in no case such contract shall be awarded to a bidder whose bid is below the reserve price. | |
| The successful bidder shall deposit 100% of the total bid amount, inclusive of all applicable Government taxes, including Income Tax @ 10% for Active Filers and 20% for Non-Active Filers, through a Pay Order in favour of DDO, National Assembly Secretariat. The old newspapers shall be allowed to be lifted only after confirmation of successful payment by the National Assembly Secretariat. | |
| The decision of the National Assembly Secretariat regarding acceptance/rejection of bid(s), actual weight quantity and settlement of any dispute arising during the disposal process shall be final and binding. | |
| The National Assembly Secretariat rerves the right to reject all bids at any time prior to acceptance as per rule 33 of the Public Procurement Rules, 2004 | |
